Executive Summary

Transportation electrification is lagging in the Southeast: Plug-in vehicles captured 7.8% of California’s new vehicle market in 2018, but only 0.4% in Alabama to 1.2% in Virginia. Turning Point will build a Southeast coalition in seven states to accelerate equitable transportation electrification, reaching 50% of new passenger vehicle sales, nearly all fleet vehicles and buses, and a growing share of trucks by 2030. Turning Point will achieve these goals by:

1) Influencing consumers using best practices determined through behavioral science, with a focus on engaging diverse, often neglected communities;

2) Accelerating the market for EVs by engaging state/local governments, utilities, businesses, community organizations and others to establish equitable policies and regional collaborations;

3) Electrifying vehicle fleets by engaging ride-hailing companies, transit and school districts, port authorities, and other fleet owners.

Success in the Southeast will enable federal standards that require 100% of new vehicles to have zero emissions by 2035.
